I have a 98 but i have been wanting to upgrade. I had a flatline for it but it was a paint, and i have read that the a5 flatline is not a paint. So my question is if i should either upgrade my 98 or just go ahead and buy a new gun.

Upgrade the 98. You dont need a Flatty. Put an E-Bolt, new barrel, electronic hopper and some other ups on it and you're set.
Pumpker'd; (V.) When a pump player runs up and shoots you at point blank range because you thought 20bps made you good.

upgrade your 98.  It's cheaper to do that. You could get a J and J ceramic barrel or something, that barrel is not a paint.

Go with the 98 i shoot 18bps with a cyclone feed out of my 98's flat line and rarely bust a ball. Plus you can get a flat line and cyclone for like 160 bucks , and add a r/t and still be cheaper than getting a stock a-5.
