I have had this conversation and here are the facts as explained to me by a government rep involved in the bill.

DRUGS are not going to be legalized in CANADA. Period.

---The current government wants Marijuana to be decriminalized; it is still ILLEGAL.

---The difference is that when kids get busted with Marijuana it is not going to be a felony offence anymore.

A felony offence will give them a CRIMINAL record for life. A criminal record is a devastating thing that removes a lot of opportunities, as it should.

What will happen is that a fine like a traffic ticket will be issued.

---Also, growers and dealers will get much more harsh penalties and jail times. If a kid has more then X-grams, it pushes him/her up to dealer status. (Big time trouble)

Also new technologies are comming online to bust growers in Canada, so kids stay away from the dope...

\Edit\ I should have said, as explained to me the first time this bill was floated around our government, about 30? some odd months ago.\

I like decriminalization. Especially since the average crack dealer spends 8 and a half years in prison while the average person convicted of manslaughter spends 6 and a half years in prison.
