Blue means you have a Low Pressure tank, which put out about 450 PSI, if im not mistaken.  Tippmanns need to use High Pressure tanks, which put out about 850 PSI.  This is what the stock Tippmann runs best on.  When you use a low pressure tank, you are not providing enough "power" for the gun.  Now, if you wish to keep your tank, you have a few options:

1.)  Least expensive:  Get a spring kit, and replace your drive spring with the hardest spring in the kit.  This may not get your FPS all the way up to 280-300, but it will be an increase.  These go for about $10.

2.)  Most expensive:  Get a Low Pressure Kit.  This garuntees that you will be able to get your gun up to 280-300 FPS, as it makes your Tippmann able to use low pressure.  The kit itself runs about 100 - on the cheap side - and then you need to buy an inline regulator, another 60-80.  This will also give you more benifiets - less kick, more consitancy, and some say it quiets the gun down a bit.  Also note that if you use this route, you will need to call Tippmann to get bigger supply hoses - the ones on the outside of the gun - for your Cyclone and RT, so they get enough air from the low pressure system.
