The red envelope means "hot topic".  What determines what is a hot topic, I do not know.  I suspect either number of replies or replies within a specified period.  If there appears to be a couple of pieces of paper coming out of the envelope, it means there are replies in the thread that you have not yet read...

By the way, they explain what those little envelopes mean at the bottom of each main forum page.

The hot topic goes by how many views the topic has. I think its something like 50 views and it becomes a hot topic.
